Interdisciplinary Conference at the University of Freiburg, Germany October 11-12, 2018

In Europe, the public debate about a universal basic income (UBI) is usually a national one. In
recent years a European version of a UBI has attracted more and more attention – primarily pushed
by the suggestion of Philippe Van Parijs titled a “Euro-Dividend”.

This conference aims to shed light at pros and cons of a EU wide UBI regulation and its relation to
national approaches from an interdisciplinary perspective. Both UBI approaches shall be analysed
and discussed with respect to justice, economic and migration effects, legal aspects, creation of
solidarity in the EU, and political viability. On the first day, the conference will address general
issues about UBI while the schedule of the second day contains EU-related concepts just like the

Technical Sciences addressing one or more of the following topics:

  • UBI and arguments of freedom, solidarity, social and gender justice

UBIE Meeting & General Assembly in BERLIN @ werkstatt der kulturen

In just a few months time, citizens across Europe will be asked to elect a new European Parliament. As citizens, we aim for a new majority that wants to re-build solidarity in the EU and is open to discuss basic income as a new basis for a social Europe. So the focus of Unconditional Basic Income’s 2019 General Assembly – besides of electing a new Core Group – will be on possible campaigns before and after the elections.

The next UBIE meeting will take place in Berlin21-24 March 2019. The General Assembly will take place on Saturday, 23 March. Before and after, we intend to organise working group sessions (Friday and Sunday) and also some public debates (possibly Thursday and Friday).

  • Friday, 22 March, 4-8pm: Discussion on UBIE’s priorities for 2019/20
  • Saturday, 23 March, 9am-7pm: General Assembly

We are meeting in Berlin, as we were not able to secure the rooms we needed in Brussels for a conference there as we originally planned. But we still plan to do this conference later this year, i.e. September/October.

Basic Income is the proposal that the state should make a regular payment to every individual resident regardless of circumstances, without any means test or work requirement. It would be enough to live a frugal but decent life without additional income.

It looks like the definition of work is changing. What happens when jobs become rapidly automated at the same time that more and more people become self-employed freelancers? Should we be creating jobs just to keep people busy so they too can earn a living? What happens if we secured income instead of jobs?

Basic Income Café (a project by Martina Huynh in collaboration with Manon van Hoeckel) wants to find out how the definition of work and income is changing in The Netherlands today. What kind of work do we value and why? Does the salary really reflect how much we appreciate someone’s work?

For that we are using the interactive installation (also called Basic Income Café), in which coffee is used as a metaphor to visualize the flow of money in two basic income economies. Your first cup of ‘basic income’ coffee is for free, for more you need to physically work (grind up some beans).

So come watch the coffee taxes flow, while experiencing economic models in new playful ways by drinking coffee!

At the opening, we have short presentations by:

  • Martina Huynh who will talk about Basic Income Café and the research behind the project – How is the topic of basic income being discussed at the moment?
  • Manon van Hoeckel who will share her findings of working with homeless youngsters in The Hague. What does it mean to be financially vulnerable today and how can design contribute to ease conversation between diverse groups of people?

Basic Income Café will be open three days a week from September 19 to December 19.

To present and introduce the book and have talk with Vivian Storlund from Finland, we have a pleasure to have Alexander de Roo  (chair of the Dutch Society for Basic Income -Vereniging Basisinkomen) and Bjorn de Leeuw.

The creative sector has to a great extent overtaken industrial production as an economic driver in advanced economies. There is a new world on the internet forming new communities of interest as well as creating a new economy, the platform economy. Notwithstanding, working life continues to be regulated according to the industrial rationale with full-time, long-term employment. A consequence of this is that many persons are deprived of the legal protection labour legislation and collective agreements are intended to provide. This has led to a growing precariat. Those who do not have such ‘standard employment’ can often face Kafka-like situations being disciplined in multiple ways. This is a situation in which artists have long-standing experience.

To cite the Maltese cultural activist Narcy Calamatta: Goldoni died destitute in Paris a day before the revolutionary forces gave him a pension, Caravaggio died destitute on the streets of Porto Ercole, Mozart died burdened with debts, Molière was buried in unconsecrated ground. What can we do to reverse this status?, Calamatta asks.

We need to update our mental software to recognise and remove both theoretical and legal shackles so that we can seize the great opportunities the digital age offers. Artists can act as precursors in this exercise and basic income as a means to ensure that everybody can live a life as an active citizen.
